簡要規(guī)則描述：海升地塊實施生態(tài)廊道項目過程中，需進行堆土以滿足土層指標要求。現(xiàn)發(fā)現(xiàn)堆土后地勢較高，導致雨季雨水漫灌至周邊園區(qū)。故擬對該地塊開展排水設(shè)施改造。（具體工作內(nèi)容及要求詳見競爭性磋商文件、工程量清單及圖紙）。
Brief Specification Description:In the process of implementing ecological corridor project in Haisheng block, it is necessary to carry out soil piling to meet the soil index requirements. It is found that the land is higher after the soil is piled, resulting in rainy season rainwater flooding to the surrounding park. Therefore, it is planned to carry out the renovation of drainage facilities in this plot. 二、申請人的資格要求
2. Qualification Requirements for Suppliers
(a)滿足《中華人民共和國政府采購法》第二十二條規(guī)定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落實政府采購政策需滿足的資格要求：（1）項目執(zhí)行《政府采購促進中小企業(yè)發(fā)展管理辦法》的通知（財庫〔2020〕46號）及《關(guān)于進一步加大政府采購支持中小企業(yè)力度》的通知（財庫〔2022〕19號）；（2）落實預留份額措施，提高中小企業(yè)在政府采購中的份額，扶持中小企業(yè)政策：本項目專門面向中小企業(yè)采購，評審時中小企業(yè)產(chǎn)品均不執(zhí)行價格折扣優(yōu)惠；（3）扶持監(jiān)獄企業(yè)、殘疾人福利性單位，并將其視同小微型企業(yè)；（4）優(yōu)先采購節(jié)能環(huán)保產(chǎn)品政策：在技術(shù)、服務(wù)等指標同等條件下，對財政部財庫〔2019〕18號和財政部財庫〔2019〕19號文公布的節(jié)能環(huán)保產(chǎn)品品目清單中的產(chǎn)品實行優(yōu)先采購；對節(jié)能產(chǎn)品品目清單中以“★”標注的產(chǎn)品，實行強制采購。供應(yīng)商須提供具有國家確定的認證機構(gòu)出具的、處于有效期之內(nèi)的認證證書方能享受優(yōu)先采購或強制采購政策；（5）購買國貨政策：本項目不接受進口產(chǎn)品；（6）按照《中小企業(yè)劃分標準規(guī)定》（工信部聯(lián)企業(yè)[2011]300號），本項目中小企業(yè)所屬的行業(yè)為建筑業(yè)。

(c)本項目的特定資格要求：3、須系我國境內(nèi)依法設(shè)立的法人或非法人組織（本項目不接受分公司以自己名義參加采購活動）；
4、要求具備市政公用工程施工總承包三級及其以上資質(zhì)；
5、具有有效的安全生產(chǎn)許可證；
6、項目經(jīng)理具有市政公用工程二級及其以上建造師資格，并具有有效的安全生產(chǎn)考核證書；
7、本項目僅面向中、小、微型等各類供應(yīng)商采購；
8、本項目不允許轉(zhuǎn)包。
(c)Specific qualification requirements for this program:3. It must be a legal person or unincorporated organization legally established in China (the project does not accept branch companies to participate in procurement activities in their own name); 4, it is required to have the municipal public works construction general contracting grade 3 and above qualification; 5, with effective safety production license; 6, the project manager has the municipal public engineering grade II and above construction engineer qualification, and has an effective safety production assessment certificate; 7. This project is only for medium, small and micro suppliers; 8. Subcontracting is not allowed in this project.
